Summary:
PES programs have been implemented in PES and PES-like forms in Cambodia focusing on watershed, biodiversity conservation, recreation/landscape beauty, and carbon sequestration and storage. The Royal Government of Cambodia, development partners, international organizations, local NGOs, local governmental units, and households have been involved in implementing PES and PES-like programs. To protect the natural resources in Cambodia, key laws on protected areas, community forestry, fisheries, economic land concessions, social land concessions, and land ownership have been established and implemented all over the country. However, a specific PES law or policy has yet to be developed. This report presents a review of selected current literature on PES and/or PES-like schemes implemented in Cambodia. Local and international NGOs were visited and interviewed in order to capture the elements of the individual programs. Four programs of PES-like programs in different protected areas and wildlife sanctuaries in Cambodia were chosen for this study: (1) Agri-Environment Payment Scheme in Kulen Prom Tep Wildlife Sanctuary, (2) Conservation Agreement Payment Program in the Cardamom Mountains, (3) Chambok Community-Based Ecotourism Project, and (4) REDD+ Cambodia Carbon Sequestration Project in Oddar Meanchey province.
